BASL Rules

  • Across All Leagues

    Rain Outs:

    • If the game is scheduled to be played, show up unless we cancel the game by website or BASL app notification.  Once there, do NOT leave the field until the Field Marshal (FM) has canceled the game.   

    • The referee does NOT have the authority to stop the game due to rain.   

    • Due to scheduling and other constraints, games may be delayed until the weather clears.  Instead of a cancellation the league may opt to continue with a field change.  

    • If the captains agree, they can decide to take a 0-0 tie instead of waiting to play the game.  If team(s) leave before the game is officially canceled by the FM then it is considered a forfeit.  If both teams leave it will be entered as a 0-0 tie

    Game Reschedule/Complete Game:

    • If you do not get an email or text notification from the league, then your game is on as scheduled.  Do not listen to the other captain or players.  Show Up unless you have been properly notified.   It is the playing member responsibility to maintain the notification settings within the BASL Soccer mobile app.   Defaults are set to receive both emails and message notifications when players originally join as a member.

    • A game is considered complete once it has reached at least halftime and has to be called for any reason such as weather, lights, park/field closure, etc. 

    • If a game is called off before the half-time is reached, then the game will be rescheduled as a new full game.

    •  If a playoff game is tied and the game is called, then before the next game starts, Penalty Kicks will be taken to decide which team advances 

    Captains are responsible for the following: 

    • Ensuring the players on their team adhere to the rules and regulations of the League the team is playing

    • Only players who have joined their team can play.  If it is determined that an unlisted player steps onto the field of play for your team, a forfeit loss with additional point deduction will be the result. Notify the league 72 hours before the game with any concerns.

    • Proper Uniforms with an alternate kit (Pennies are acceptable). The home team must change. 

    • Not Playing a player in the Playoffs if they have not played a minimum of one game in the regular season.  (revised 10/1/2025 We decided to remove this restriction.  We will monitor this rule change over the next few seasons to see if there are any concerns)

    • Providing a game ball 

    • No players who are suspended from the league or banned from BASL are permitted to play or attend any BASL activities.

    Players are responsible for the following: 

    • Must be 18+ prior to being allowed to play Adult league games.  This is an insurance policy requirement strictly enforced

    • Proper Uniform

    • Team Uniforms (Non GK) must include a shirt with a permanent number unique to that player and matching the number on the team roster no less than six (6) inches in height, shorts and socks that match in color with the rest of the team. Minor accents or stripes of different colors, but no more than 10% of the standard uniform, will not be considered in violation. Field Marshals with consultation of the referees can allow exemptions.   

    • Shin Guards are required

    • Picture ID – Picture ID must be brought to each game and you must be prepared to show it. 

    • Players need to have an accurate headshot on their profile, or allow our staff to take a proper headshot which will be used for game check-in purposes

    • Players need to have identified sex as Male/Female.  The Female designation is used with requirements for Female only Leagues.  Some leagues provide Female advantages in Goal Point counting for Coed League games, and minimum number of Female players on the field.

    • Accurate DOB of Player – Reach out to BASL Player Support for help to update any inaccuracy with DOB.  Changes will need to be supported with proof on their USA Government issued ID.

    • Player registration requires an accurate email address, and their Zip code within the state.

    • Players are to have appropriate communication notification settings within their player registration profile.  Players who adjust the default settings in the player profile Notification Preferences might not receive timely league communication. Eg. game rainout notification

    • Players are only permitted to play with 1 team within the specific league for their season.

    • No Player Transfers are permitted once the season starts.

    • Ensure they are not at the fields during BASL game times while under Suspension/Ban.

    Park Rules: 

    • No Dogs allowed.

    • No Alcohol Drinking, Smoking or Cussing at the Park (including FANS).

    • Teams are required to remove their trash and assist in moving the goals as needed.

    • No player/captain/spectator may utilize recording devices like drones or camera setup equipment like tripods at any BASL event that go against local city or county restrictions.

    • Teams must comply with all rules and regulations of the park or field where they are playing, as well as all directives issued by BASL staff and Field Marshals during the game. 

    • Teams/players will be penalized including suspension from the league and subject to fines for not following the above rules and specific park/field regulations.

    Forfeits:

    • Forfeit win – Will go into the standings as a 3-0 win and identified as Forfeit.

    • Games should start promptly at the published game times. There is a ten (10) minute grace period before the game is abandoned. If one team does not have the minimum number of players dressed and ON THE FIELD at ten (10) minutes after game time, that team shall forfeit the game. Each team to start a game must have a minimum of:

      • 7 players dressed and on the field for 11 v 11 games

      • 4 players dressed and on the field for 7v7

      • 4 players including goalie dressed and on the field for 6v6 and 5v5  games

    • If a team engages in fighting or cheating, the game will be deemed abandoned, resulting in a forfeiture in favor of their opponent. 

    • A team with two forfeits within a season may have further sanctioning including ineligibility for playoffs.

    • Team captains are to use the BASL Soccer software to initiate a forfeit procedure.  This procedure ensures automatic notification to all the players and staff involved with the game.

    Substitutions:

    • 11v11 follow FIFA substitution Rules 

    • All other Leagues substitute on-the-fly where game stoppage is not required - Subs must enter the field at mid field, and may enter once the player they are subbing for has stepped off the field.  The sub-on player is not to take field play advantage with their entry point to the field.  The basic understanding is that the sub-off player exit point is to be the same point of the sub-in player (typically it would be their player bench area or mid-field marker as the designation of both on and off point)

    Age Based Leagues:

    • No Slide Tackles.  If a "Slide Tackle" is made, the result is restarted with a DIRECT Free Kick (penalty kick awarded if inside the penalty box).  (Issuing a card is at the discretion of the Referee).   

      • (exception: 11v11 Open Leagues slide tackles are allowed following FIFA rules.) 

    • Sliding to save a goal/out of bounds etc. is allowed as long as no contact or near contact with another player. 

      • (exception: Goalkeepers inside their penalty area are allowed to slide tackle) 

    • Players must be of the minimum age appropriate in order to be eligible to play in that league.

    Miscellaneous 

    • Women’s leagues are reserved for biological Females supported by the Sex identifier on a USA government issued ID (eg. Drivers License).  All Open Leagues are open to anyone over the age of 18.

    • Each team is responsible for controlling their fans. Teams can be fined, face disciplinary point deductions, or have to pay a team performance bond.  The severity of the infraction is decided by a BASL Discipline Committee if a team is to avoid being expelled from the league. Fans are expected to follow BASL rules and the direction of BASL staff. 

    • Disciplinary communications and notifications are sent to the email address listed in a player's profile. It is the player's responsibility to maintain an accurate email address on their profile. BASL will exclusively utilize the email address on the player's profile for communicating Suspension and Probation notifications.

  • All rules are incorporated in the general rules and FIFA rules except those otherwise specified in this document. 

    Open 11v11 Specific Rules 

    • Games are not to be shortened in duration as long as the game starts within 10 minutes of scheduled game time

    • Unlimited number of Substitutions but elsewise follow FIFA Rules 

    • Games will be 90, 70, or 60 minutes in duration depending on the league setup 

    Over 30 11v11 Specific Rules

    • No Slide tackles.  If a "Slide Tackle" is made, the restart is a DIRECT Free Kick (penalty awarded if inside the penalty area).  (Issuing a card is at the discretion of the Referee).   

    • Sliding to save a goal/out of bounds etc. is allowed as long as no contact or near contact with another player.(exception: Goalkeepers inside their penalty area are allowed to slide tackle) 

    • Games are not to be shortened in duration as long as the game starts within 10 minutes of scheduled game time

    • Unlimited number of Substitutions but elsewise follow FIFA Rules 

    • Games will be 90, 70, or 60 minutes in duration depending on the league setup 

    Outdoor 7v7 Specific Rules 

    • Kick ins, no throw ins.  Kick In’s are indirect.  Corner Kicks are not a kick in and are considered direct.

    • No offsides 

    • No Slide Tackles.  If a "Slide Tackle" is made, the restart is a DIRECT Free Kick (penalty awarded if inside the penalty area).  (Issuing a card is at the discretion of the Referee).   

    • Sliding to save a goal/out of bounds etc. is allowed as long as no contact or near contact with another player.(exception: Goalkeeper's inside their penalty area are allowed to slide tackle)  

    • 6 field players and 1 keeper 

    • 25 minute halves with a 5 minute half time, time can be made up from shaving half time (Games are NOT to be shortened unless approved by BASL Field Marshal) Goal kicks are taken from GOAL LINE inside penalty area 

    • Opposing players must be 8 yards from the ball on free kicks 

    • Kicks are direct or indirect per FIFA 11 v 11 rules 

    • Goal keepers may not punt nor drop kick the ball but may set it on the ground to kick away.  If punted, the opposing team gets an indirect kick from the half line.

    • PKs are taken 8 yards from the goal line placed at the center of the goal

    • All yellow and red cards follow FIFA

    • A minimum of 4 players are required to start or continue a game 

    • Some fields have large netting covering high above the field of play - if the ball touches the ceiling netting, then an indirect kick is awarded to the opposing team at the point of ceiling net contact 

    • typical small-sided Field size 65 x 40 - 50 yards, penalty area is 12 yards (Or however gets laid out.) 

    • Goals are 6.5’ x 12’ or 18’, both are used as available (or whatever is available) 

    • Corner kicks can be taken a 3’ arc as per FIFA (This is a direct kick that can be scored on) 

    Ball is out of play: 

    • When the ball hits any part of the netting, roof, lights, or leaves field of play. Restart is an indirect kick.

    • When the ball stops behind the net, it is either a corner kick or goal kick depending on which team touched it last. 

    • Ball hitting the netting on the ends of the field are corner or goal kick 

    Kick-in and Free Kicks:

    • Kick-in to be taken in place of the throw-in. 

    • The kick-in must be taken within 6 seconds after a referee has placed it; if it is not, the kick-in is given to the opposing team. 

    • The ball is placed at the point it left the field or where the infraction occurred. 

    • Players of the opposing team must be at least 3 yards away from the point of kick-in. 

    • Cannot score directly from a kick-in.  Corner kicks are not a kick-in and are direct.

    • Goal Kicks are Direct (5 yards minimum distance of the opposing player can be enforced) 

    Fouls and Misconduct Direct free kick awarded when a player intentionally commits any of the following offenses (penalty kick awarded when infringement takes place in penalty area): 

    • kicking or attempting to kick an opponent 

    • tripping an opponent 

    • jumping at an opponent 

    • charging an opponent in a violent or dangerous manner 

    • charging an opponent from behind 

    • holding an opponent 

    • pushing an opponent 

    • charging an opponent with shoulder (i.e., shoulder charge) 

    • sliding at an opponent (i.e., sliding tackle) 

    • handling the ball (except goalkeeper)   

    Indirect free kick awarded when any of the following offenses is committed:

    • dangerous play (e.g. attempting to kick ball held by goalkeeper) 

    • obstruction 

    • charging the goalkeeper in the penalty area (i.e., goalkeeper charge) 

    • goalkeeper throws ball directly over the halfway-line (without it first touching his own side of the pitch or any player) 

    • goalkeeper picks up or touches with his hands a kick-in or pass from a teammate 

    Players shall be sent off (red carded) for: 

    • Fighting or spitting 

    • serious foul play 

    • violent conduct 

    • continuous foul or abusive language 

    • Third Blue Card offense (i.e., second yellow card or straight red card) 

    • intentionally impeding a clear goal opportunity (e.g. through a "professional foul")   

    Penalty Kick:

    • To be taken from the penalty mark or 8 yards away from the center of the goal-line walked off by the referee.

    • All field players must be at or behind the penalty area except for the kicker and goal keeper

    • The kicker shall not play the ball a second time until it has been touched by another player. (If the goalkeeper touches or saves the ball then the kicker may attempt the rebound as long as keeper does not have ball in his/her possession) 

    Playoffs Tie Breaker:   

    • One 10 minute Golden Goal period, and if still tied then followed by 3 PK’s per team (to be taken by players who were last on the field) 

    • If still tied then sudden death PK’s.  (Players who were on the field shoot first (including goalie) then move on to the rest of the roster.  If still tied once everyone on the team has shot then players may take their 2nd shot in whatever order their team captain/coach prefers)

    • All field players must be behind the mid-field line except for the designated kicker and goal keeper. 

    • Tournament play 3 PK's (designated kickers must've last been on the field of play) NO golden goal 

    MISCELLANEOUS: 

    • The penalty spot is to be designated as 8 yards from goal line center to the goal.

    Coed 7v7 Specific Rules

    • Goals scored by Females count as 2 goals.  Own Goals count as 1.  Deflection still counts as 2 goals if shot by a Female.  (It is up to the Referee to decide if a deflection or own goal.) 

    • Coed teams must have a minimum of 2 Females on the field (keeper is included).  If not enough Females, then the team plays short players. (i.e. if  you have one Female, and 2 are required, a non-Female is not able to replace that required player and you would play max 5 non-Female, 1 Female.  The opposing team does not need to play short players if they have at least 2 Females on the field.

    • If a player is given a red card the player is ejected, and the team sits a player down the rest of the game.  The player serving the ejected player can be Female or non-Female. 

    • Minimum number of players to begin or continue without automatic forfeit of the game are 5 players with the minimum of 1 Female and 4 non-Female on the field of play.

    • All PK’s regardless of sex are worth only 1 Goal (Direct Free Kicks outside the box by Females docount as 2 goals

    5v5 Rules 

    • 4 field players and 1 keeper 

    • Minimum Number of Players to Start Match: 4 players including a goalkeeper 

    • Minimum Number of Players to Finish Match: 3 players 

    • Goal kick is on the ground anywhere within the penalty box. 

    • On a throw from the keeper the ball must touch a player, or ground before crossing the half way line. (Violation of this rule results in an indirect kick from midfield) 

    • No Punting or dropkicks by the keeper. (Violation of this rule results in an indirect kick from midfield) 

    • Duration: Two equal periods of 25 minutes on a running clock. (Clock stops for injuries and equipment delays) Half-time: Maximum of 2 minutes 

    Ball is out of play: 

    • When it hits any part of the netting, roof, lights, or leaves field of play. Restart as indirect kick. 

    • When the ball stops behind the net, it is either a corner kick or goal kick depending on which team touched it last. 

    • Ball hitting the netting on the ends of the field are corner or goal kick

    • GK box is 8 yards from goal line and 1 yard from the outside of each goal post *Depends on how facility lines the box but this is what we have asked to be provided 

    5v5 Coed Rules 

    • Coed teams must always have 2 biological Females on the field (keeper is included).  If a team doesn't have enough players, then the team plays short players. (i.e. if  you have one Female, you would play 3 non-Female, 1 Female.)  The other team does not need to play short players if they have 2 Females on the field of play.

    • Minimum number of players to begin or continue without automatically forfeiting the game are 4 players with the minimum of 1 Female and 3 non-Female on the field of play.

    • If a player is given a red card the player is ejected, and the team sits a player down the rest of the game.  The player serving the ejected player can be Female or Non-Female. 

    • Players shall be cautioned (blue carded) when: 

    • Foul or abusive language to the referee or another player. 

    • A substituting player enters the pitch from an incorrect position or before the player he is substituting has entirely left the pitch. 

    • A player persistently infringes the Laws of the Game. 

    • A player shows dissent with any decision of the referee 

    • A player is guilty of unsportsmanlike conduct. 

    • Blue-card offenses (including keepers) are punishable by an indirect free kick taken from the point of infringement.  When a blue card is issued, player (including Keeper) must leave the field for a 2-minute penalty (cool down) and must wait until invited back onto the field by the referee or until the opposing team scores a goal.  The team must continue to play with one player down.   If the Keeper is removed for a Blue Card, their position can be replaced by another player but they still play a man down.

    • Cautionable Offenses:  (A referee issues a Yellow Card) 

    • Second Blue Card 

    • Provoking altercation: Making physical contact with an opponent (e.g., pushing, sliding, holding, tripping or poking), short of fighting, or using the ball in so doing. 

    • Yellow Card (for a player’s second blue card): 2-minute time penalty (cool down) for the player (including Keeper) and a warning of the subsequent possibility of an ejection.  When a yellow card is issued, the team must play one player down until invited back on field by the Referee or if the opposing team scores a goal. 

  • How standings are calculated are provided in both the mobile and web app when the player views the league standings.  Press the (i) icon found top right of the mobile app.   The web app provides the standings calculations just below the specific league standings.

    • Points Calculation

      • 3 points for a win 1 point for a tie (no overtime during regular season game-play)

      • BASL will deduct team points. eg. forfeits without notice, and teams fielding players not authorized to play. 

    • Standings And Tie Breakers Sorting Order

      • TOTAL POINTS (Points With Deductions)

      • H2H W (Tie-Breaker Head-to-Head Most Wins)

    If standings are still undecided, teams split the prize and a coin flip is used for playoff seeding.

    • Playoff Game Tie Breakers (7v7 games)

      • One 10 minute sudden death overtime.(Golden Goal) Someone scores, game over if not: 

      • Penalty Kick Shootout 3 player each team (players must be on the field to be eligible no subs) 

      • Sudden Death Penalty Kicks. If sudden death, go through remaining players on the field.

    • Playoff Game Tie Breakers (11v11 games)

      • Two 10 minute sudden death overtime (Golden Goal)

      • Penalty Kick Shootout 5 players each team (players must be on the field to
        be eligible no subs)

      • Sudden Death Penalty Kicks.

    •  Playoff Game Tie Breakers (5v5 games)

      •    One 5 minute golden goal overtime

    If teams still tied then each team takes 3 PK’s taken from the top of the goal box. (players must be on the field to be eligible, no subs)
    If still tied then sudden death PK’s

    If two or more teams are tied,  Head-to-Head tie-breaker calculations determine the standings.

    After all of the Head-To-Head criteria - then the standings calculations continue with the next set of standings sorting criteria.

    Unless it can be proven that something is wrong, we will go with the way the computer automatically calculates it.

  • It’s the Captain's responsibility to ensure that players on their team are serving suspensions even if the website is not updated. Have the referee or field marshal take note that your player is ineligible and is sitting out that game.  A forfeit will be awarded and additional point deductions will occur if the team plays with an ineligible player.

    Yellow Cards

    A player receiving two (2) yellow cards in a single game automatically results in a red card.  The player is ejected from the current game and MUST sit out their next game for the team in which they received the red card.  

    Red Cards

    A Player receiving a red card will be directed to leave the field facilities immediately.  Field Marshals are to escort players receiving red cards out of the facility without delay and the player is directed not to return.  The game will commence when the Referee and Field Marshal feel that the player has left the facilities and is no longer going to be a distraction/threat to the continuance of the game.  If the Referee ends the game due to the disruption, the team receiving the red card that forced the early termination of the game will receive an automatic forfeit and potential additional league sanctions.

    If a player receives two direct red cards in one season regardless of the League or the teams where they receive them, they will be suspended for a minimum period of 5 weeks across all BASL Group playing activities.

    Red Cards in the last game of the season will have suspension/ban time periods appropriate across all BASL Group playing activities and includes all pick-ups and all leagues.

    Once a player receives a red card their case will be reviewed. The carded player and their team captains must submit a red card report (within 24 hours) via the link provided to have their side of the story heard. 

    Violent Conduct and Abusive Language

    BASL Soccer strives to ensure a safe, fun soccer experience.  Violent Conduct or Abusive Language will NOT be tolerated.

    Any player receiving a red card for violent conduct or abusive language will be issued a minimum 2-week suspension across all BASL activities. Further sanctions may be imposed at the discretion of the disciplinary committee. As a general rule, any player involved in a fight can expect to receive a 3-6 month suspension from all BASL playing activities.

    Any team involved in Verbal or Physical Referee/Field Marshal Assault or a fight will be docked -3 points in the standings and placed on disciplinary probation for a year or a length of time deemed appropriate by BASL.

    BASL reserves the right to issue suspensions/bans to players, coaches, or fans involved in violent conduct, abusive language, instigation, or other similar incidents regardless of whether or not they were issued a red card by the referee.

    Referee Assault

    Referee or Field Marshal Assault – Suspended/Banned for one-year minimum. Spitting is considered assault. The league, referee, or field marshal may also choose to report the incident to law enforcement.

    Appeals Process

    A player receiving a red card MUST sit out their next game (No appeals of Red Cards will be heard only the suspensions/ban periods beyond 2 weeks). If the website is not updated or is incorrect the responsibility is on the captain to make sure their player sits and it gets marked down on the roster.

    All appeals should be directed to the BASL Board of Directors who may or may not choose to hear the case. A decision may be appealed within 14 days after being notified.  An appeal must be accompanied by the sum of One hundred twenty five dollars ($125.00), which shall be forfeited if the appeal is not upheld.  To make an appeal please send the written appeal to BASL Soccer, 701 Market Street, Suite 111 #468, St. Augustine, FL 32095 for $125.  In addition, please notify us by email at basldiscipline@gmail.com. Once the written appeal and $125 is received, a hearing will be held by phone or in person. The decision will remain in force until after a hearing has taken place.

    Reinstatement

    At the discretion of the disciplinary committee, some players may be required to apply for reinstatement if they wish to return to playing in any BASL managed activity after serving their suspension/ban. The player will be notified whether reinstatement is required at the time they are notified of a suspension/ban. If the player is required to apply for reinstatement, the following procedure should be followed. You are NOT eligible to register and play until you have received written approval to do so.

    1. At the conclusion of suspension, email basldiscipline@gmail.com requesting to be reinstated. In this email, you should explain why you should be allowed to participate in BASL and what actions you have taken to improve your conduct. If necessary, we may request a virtual meeting to speak with you directly.

    2. The committee will review your request and determine reinstatement eligibility. Any player approved for reinstatement should expect to provide proof of taking a BASL approved Anger Management Course and agreeing to a long probationary period. Anger Management courses require a fee of $125 paid to BASL.

    3. Written Approval or Denial of Reinstatement is issued to the player via email.

    Reducing Long Term Suspensions

    A player who receives a multi-month or multi-year suspension may submit a formal request to defer a portion of their suspension by completing a BASL approved anger management course. The player is required to serve at least half of their suspension before they are eligible to apply for the deferral. Cases involving referee assault or unprovoked violence have a lower probability of approval.

    The following procedure should be followed:

    1. After serving half of the suspension, the player must contact the BASL Disciplinary Committee at basldiscipline@gmail.com to request this option.

    2. If approved, the player will be contacted and informed how to submit a $125.00 fee for registration into a BASL approved anger management course.

    3. Upon receipt of the fee, the committee will enroll the player in the appropriate anger management course and forward the player a link for the course.

    4. Upon completing the course, the player will forward the certificate of completion to the Disciplinary Committee and request reinstatement.

    5. They must then attend a hearing with the committee to discuss their reinstatement and the conditions of their playing and enforced probation period.

    6. After this is completed, BASL will reinstate the player and they may resume play in the league under the conditions agreed upon by them and the committee.

    BASL Probation Guidelines

    The "Probation" is a continuous period of time that the player's behavior while still being allowed to play will be monitored by BASL.

    Probation will be issued at the discretion of the discipline committee to any player who has been deemed a risk to the safety or smooth operations of BASL managed activities. Players DO NOT need to be issued a red card to be placed on a probation period. Any player on probation is subject to the following terms:

    • A player accumulating three or more yellow cards in one season on a particular team while on probation will receive a mandatory 2-week suspension across all BASL managed activities.

    • A player receiving a red card while on probation will have their case reviewed by the BASL Disciplinary Committee. Recommendation is a minimum 1-month suspension.

    • Violent Conduct or Fighting while on probation will not be tolerated. Recommendation is a   minimum one-year suspension.

    • Any action that is not disciplined by the referee can be recognized by BASL and place the player case under review by the Disciplinary Committee for further sanction.
